Disability in the press: How disability and people with disabilities are depicted in print media in Bosnia and Herzegovina, Montenegro and Serbia in 2006

In the frame of the Disability Monitor Initiative, this discussion paper attempts to look at major trends in disability reporting in Bosnia and Herzegovina, Montenegro and Serbia in order to facilitate debate between disability advocates and media professionals in finding the best ways to work together to change media coverage on disability shifting from negative portrayals that stigmatize people with disabilities to reporting that normalizes disability issues in a positive way.

A regional workshop was held in 2007 to discuss the findings of the report with DPO activists and media practitioners from Bosnia and Herzegovina, Montenegro, Serbia and Kosovo under UNSCR 1244.  During the workshop good and bad examples of disability reporting were shared and a toolkit for journalists was disseminated with tips and ideas for incorporating disability into the media in a respectful way. 

Throughout 2008, local workshops will be held in Bosnia and Herzegovina, Montenegro, Serbia and UN administered province of Kosovo gathering DPO activists and media professionals to use the discussion paper as a starting point for finding ways to work together.  The goal is twofold:  to raise awareness of media professionals on disability from a human rights perspective and to understand how disability advocates can work more effectively with the media to get their message across. Besides sharing necessary skills and knowledge, the organisers hope to create a platform for discussion and networking among DPO activists and media practitioners working in South East Europe. The workshops are being organized in cooperation with local partners in the region and with representatives of organizations of people with disabilities that are working on media as a tool for advocacy.

Regional promotion of the DMI report:

Free Movement of People with Disabilities in South East Europe: An Inaccessible Right?

During April, May and June 2007 workshops were held in Tirana, Skopje, Belgrade and Sarajevo to present the DMI report 'Free movement of people with disabilities in South East Europe: an Inaccessible Right?'. The Podgorica promotion of the report is planned for June 26, while the one in Pristina will be held in Septembre 2007  

The dissemination workshops gathered stakeholders from civil society, government, as well as professionals who are involved in building and planning within the built environment. This is an opportunity for the different actors to discuss, from their perspectives, the progress that has been made in the past five years and the positive developments that have taken place. In addition, this was a chance to define the challenges that remain and the steps needed to create a barrier free environment where people with disabilities can move freely. The promotions/workshops also presented a chance for each actor to share how they can contribute to positively changing the situation.

In the frame of the Disability Monitor Initiative, the Free Movement of People with Disabilites in Southeast Europe: An Inaccessible Right examines the prevailing policies and ensuing practices in South East Europe and how they impact the lives of people with disabilities given the obstacles they face in trying to participate in community life with the extensive barriers in the built environment. The report also looks at good practices happening in the field throughout the region. With the current climate of change in the region, disability as a human rights issue must be put on the agenda of all decision makers.

The latest issue of the DMI journal DISABILITY STATISTICS FIGHT INVISIBILITY tackles the topic of disability statistics in the SEE region. On the whole, lack of comprehensive and up-to-date statistical information on disability contributes to the exclusion of disability from the political agenda and makes it very challenging to build effective reforms around this issue.
