The Right to Live in the Community: Making it happen for people with intellectual disabilities in Bosnia and Herzegovina, Montenegro, Serbia and Kosovo

The right to live in the community is a fundamental right for all people with disabilities. This is made clear by the United Nations Convention on the Rights of Persons with Disabilities (CRPD) which recognizes the right of all people with disabilities, regardless of the type or degree of their physical, mental, intellectual or sensory impairment, to live in the community.

This report concerns the situation of people with intellectual disabilities in Bosnia and Herzegovina, Croatia, Kosovo under UN Security Council Resolution 1244, Montenegro and Serbia. It describes how five organisations working in the region have successfully developed innovative services to support people with intellectual disabilities to live in their communities as equal citizens. The purpose of this report is to

  • Highlight the importance of developing a range of client-focused community-based services as alternatives to institutionalisation;
  • Demonstrate that such services can successfully be developed in the region;
  • Identify barriers to the development of such services; and
  • Make recommendations on how to address such barriers

Media and Disability workshops

8 local media workshops took place this year in: Bosnia and Herzegovina (Tuzla, Banja Luka and Sarajevo), Montenegro (Podgorica), Serbia (Nis and Novi Sad) and the UN administered province of Kosovo (Pristina and Gracanica).  The workshops gathered DPO activists and media professionals using the discussion paper "Disability in the press: How disability and people with disabilities are depicted in print media in Bosnia and Herzegovina, Montenegro and Serbia in 2006" as a starting point for finding ways to work together.

The workshops aimed to raise awareness of media professionals on disability from a human rights perspective and to make clear how disability advocates can work more effectively with the media to get their message across. Besides sharing necessary skills and knowledge, the organisers helped create a platform for discussion and networking among DPO activists and media practitioners working in South East Europe. The workshops were organized in cooperation with local partners in the region and with representatives of organizations of people with disabilities that are working on media as a tool for advocacy.

Disability in the press: How disability and people with disabilities are depicted in print media in Bosnia and Herzegovina, Montenegro and Serbia in 2006

In the frame of the Disability Monitor Initiative, this discussion paper attempts to look at major trends in disability reporting in Bosnia and Herzegovina, Montenegro and Serbia in order to facilitate debate between disability advocates and media professionals in finding the best ways to work together to change media coverage on disability shifting from negative portrayals that stigmatize people with disabilities to reporting that normalizes disability issues in a positive way.

A regional workshop was held in 2007 to discuss the findings of the report with DPO activists and media practitioners from Bosnia and Herzegovina, Montenegro, Serbia and Kosovo under UNSCR 1244.  During the workshop good and bad examples of disability reporting were shared and a toolkit for journalists was disseminated with tips and ideas for incorporating disability into the media in a respectful way.

Regional promotion of the DMI report: Free Movement of People with Disabilities in South East Europe: An Inaccessible Right?

During April, May and June 2007 workshops were held in Tirana, Skopje, Belgrade and Sarajevo to present the DMI report 'Free movement of people with disabilities in South East Europe: an Inaccessible Right?'. The Podgorica promotion of the report is planned for June 26, while the one in Pristina will be held in Septembre 2007

The dissemination workshops gathered stakeholders from civil society, government, as well as professionals who are involved in building and planning within the built environment. This is an opportunity for the different actors to discuss, from their perspectives, the progress that has been made in the past five years and the positive developments that have taken place. In addition, this was a chance to define the challenges that remain and the steps needed to create a barrier free environment where people with disabilities can move freely. The promotions/workshops also presented a chance for each actor to share how they can contribute to positively changing the situation.
